The Coalition de Mobilisations Citoyennes Environnementales de Laval (CMCEL) is pleased with the announcement ending the agreement between the City of Laval and Trudel Studios Inc. regarding the Cité du Cinéma project. This decision marks a significant victory for citizens committed to environmental protection and the preservation of agricultural land.
While acknowledging the importance of economic and cultural projects, CMCEL emphasizes that it is not opposed to development initiatives by Trudel Studios Inc. However, we encourage the developer to consider a more suitable industrial site outside of agricultural zones and residential areas (e.g., the proposed Canac site) and to consult experts in designing a sustainable project. We hope the developer will pursue environmental certifications such as LEED Platinum and strive to achieve zero-carbon building (ZCB) objectives for their projects. We wish them the best in their future endeavors.
We extend our heartfelt thanks to all our supporters, citizen groups, and members of CMCEL who tirelessly supported us in this matter.
In this regard, CMCEL calls on the City of Laval to immediately withdraw the following two draft regulations that allow cultivated land to be converted into a new industrial zone:
Regulation S.A.D.R.-1.7 amending Regulation S.A.D.R.-1, which revises the City of Laval's land use and development plan, adopted on January 30, 2024.
Regulation CDU-1-3 amending Regulation CDU-1 concerning the Urban Planning Code of the City of Laval for an area south of Marcel-Villeneuve Avenue and west of de l’Harmonie Street, adopted on April 9, 2024.
We also urge the City to learn from past mistakes by drawing inspiration from the reflections presented in the documentaries Québec, terre d’asphalte by Nicolas Mesly and Hélène Choquette, and Le Choc environnemental, hosted by Alain Gravel.
